October 11, 2001, Business Meeting

Location: LA County Public Works, Alhambra Room; 900 S. Fremont Ave., Alhambra, CA

Call to Order: John Cheng, President, called the October Business Meeting to order at approximately 12:20 p.m.

Host: Yung Kao, Building Official for the City of Monterey Park, welcomed everyone to the meeting and gave a brief report of current activities within his jurisdiction. Recent development has included fifteen different senior housing projects during the last three years, ranging from 27-unit facilities to 100-unit apartment buildings. To address the proliferation of senior housing projects, a moratorium was recently passed to slow growth in this area.

Other development within Monterey Park includes a current "big-box" project, which will include a Target, Home Depot, and Best Buys retail centers, along with various other business tenants. The project represents more than $60 million in development, and will take advantage of a contaminated site that necessitates the use of approximately 100 caissons and substantial asphalt & concrete paving to avoid problems with potential soil contaminants. Anyone who happens to visit Monterey Park is encouraged to drop by the building department for a visit.

Introductions:  The meeting began with self-introductions. Forty (40) Los Angeles Basin Chapter Members & Associates attended.

Approval of minutes:  It was moved and seconded to approve the August 16, 2001 minutes.

Action Items:  None

Communications:  Stuart Tom, Chapter Secretary, was contacted by CALBO Liaison Julie Seay. Ms. Seay indicated that she would not be able to attend the meeting and had no report at this time. A report would be provided at a future LABC meeting.

Committee Reports: Richard Lucas, Chapter Vice-President, reported that Mel Greene, has offered to present a short program covering man-made threats on certain types of buildings. The program was suggested as a result of the recent terrorist attacks on the World Trade Center twin towers in New York and their subsequent collapse. The program will be scheduled some time in early 2002.

Richard also gave a report on local training seminars. He indicated that the ICBO seminar "On the Front Line - The Permit Counter" will be repeated due to overwhelming response to an earlier presentation through the LA Basin Chapter. He concluded by asking everyone in attendance to think of possible training seminars that they would like to see in the near future.

David Brieholz of BQE, Inc., gave a brief report on the Southern California Chapter of the Earthquake Engineering Research Institute (EERI). Next year, the 2002 annual conference will be hosted in the City of Long Beach. One of the program features will be an exercise to evaluate potential damage that could occur as a result of a significant seismic event on a local fault. Rick Becker, Chapter Treasurer, gave a report on the chapter's finances. The current balance is $12,968.00 and will continue to grow as membership dues continue to be received. Rick asked all members to remember to submit their registration dues if they have not already done so.

Rick also indicated that the chapter will be incurring some end-of-year expenses to cover the annual installation banquet and the First Chance Scholarship Award. Rick concluded by announcing that a $250.00 donation was made by the Chapter in memory of Bob Fowler.

John Cheng, Chapter President, announced that the annual installation banquet is scheduled for December 2, 2001 from 4:00 pm to 8:00 pm in El Segundo. More details will be provided by Mac Dalgleish later.

Gaddis Farmer, Member of the ICBO Board of Directors, reported that several ICBO executives still met, despite the postponement of the ABM in Cincinnati. A resolution to merge the model code organizations together will be presented for membership consideration at the ABM in Greensboro.

Gaddis also addressed continued concerns regarding ICBO solvency. He indicated that one or more of the ICC codes have already been adopted by at least 40 states, thereby confirming that the future is still strong. Furthermore, ICBO is currently solvent, and is not experiencing any financial distress.

John Cheng, Chapter President, concluded the reports portion of the meeting by indicating that the Nomination Committee has been formed to select a slate of Chapter Officers for next year. The Nominating Committee will be comprised of Past-Presidents: John Kelly, Carol Jacobson, Ray Schuller, and Mac Dalgleish. A slate of proposed officers will be presented to the membership during the November monthly meeting.

James / Ender PresentationProgram: Mr. Mark James and Mr. Ed Ender presented a detailed program regarding the proper use of adhesive backed duct wrapping tape, to seal HVAC ducts in compliance with the new standards enacted through AB-970. Discussion included the requirements of UL 181 standards and the difference between cloth-tape and non-cloth products. Use of mastic in combination with cloth-tape was compared to use of non-cloth products with draw-bands.

Duct Sealant SamplesSeveral samples of approved tape sealants were circulated for the audience to handle and examine. Additionally, several duct assemblies were used as visual aids, to demonstrate proper installations. Several members of the audience asked a series of questions to solicit advice regarding proper notes that should be included on plans to ensure that ducts are sealed properly (in accordance with AB-970). Similarly, questions were asked to solicit information regarding key features for field inspectors to look for to identify proper installations.
