January 10, 2002, Business Meeting

Location: LA County Public Works, Alhambra Room; 900 S. Fremont Ave., Alhambra, CA

Call to Order: Richard Lucas, President, called the January Business Meeting to order at approximately 12:20 p.m.

Host: Tom Graham, Senior Building Inspector with the City of Huntington Beach welcomed everyone to the meeting and gave a brief description of activities within his jurisdiction. Huntington Beach is located in Orange County just south of LA County. He reported that construction activities remained relatively high over the past year, with a good mix of residential and commercial projects. He reported that there are at least 10 tract home projects under construction now and a few large multifamily projects and a six-story hotel. He also reported that he has openings for inspectors in the inspections division.

Introductions: The meeting began with self-introductions. Fifty-eight (58) Los Angeles Basin Chapter Members & Associates attended. President Lucas especially welcomed the large contingency of Fire Services members.

Approval of Minutes: it was moved and seconded to approve the minutes of the November meeting.

Communications:

  1. Linda Haines reminded members of an upcoming seminar.
  2. Redondo Beach has an opening for a plan checker. More information is available on their website.
  3. An ATC-50 seminar will be held in the City of Commerce on January 17, 02.
  4. President Lucas and John Kelly reminded members of next month’s program which will have Raymond B. Bizal, P.E., Manager of NFPA’s Western Building Code Field Office in Long Beach coming back to address some of the issues that came up last time and answer members’ questions.

Reports:

  1. ICBO Report: Chuck Romano reported on the following activities of ICBO:
    1. The Performance-Based Code is currently being reviewed by committees.
    2. A certification/exam is currently available for the Performance-Based Code.
    3. ICBO has an opening for Technical Manager.
    4. The merger process with other code organizations is going very well and on schedule.
    5. The Evaluation Services Committee is meeting today and tomorrow ( January 10 & 11). One major item of discussion is the proposed revisions to the acceptance criteria for expansion anchors in concrete and masonry elements. This is going to be a hotly debated item with input from many industry representatives and experts and engineers in the design of concrete structures.
  2. CALBO Report: No report.

Communications:  Member Rosters

Committee Reports:

1. Treasures Report: Rick Becker provided an end of the year financial report. He indicated that the Chapter is healthy financially and had a good source of revenues from the many seminars provided last year. The current balance is $12,900. He also reported that the Chapter’s website has proved very successful and popular with over 68,000 visits last year. Great job Rick.

Program: Mr. Michael Dillon of Dillon Consulting Engineers Provided a very informative presentation on the application of Chapter 7 of the UBC for fire blocking, penetration firestop systems and typical field applications and problems. He shared slides of a project he provided inspections of it’s firestop systems and how difficult it was to obtain correct application of these systems. He emphasized that the key to good installation is workmanship and thorough inspection by qualified inspectors.

Adjournment: President Lucas adjourned the January Business Meeting at approximately 2:10 p.m.
